Disable hardcoded potion arrow creation

I've attempted to do this with CraftTweaker before and several attempts later I contacted the dev for CT and he told me this is hardcoded into the game.

It's pretty damn annoying having recipes that can't be altered, because Mojang likes to hardcode them.

So this tweak suggestion is to remove the hardcoded tipped arrow creation, so nothing lingers (pun) in my JEI recipes.
