Redstone signals applied to chunk loaders do not disable them until a change is made in the GUI (changing the radius, toggling lasers, etc.). Same goes for when the signal is removed.
This is a bug with the 1.12.2 version of ChickenChunks that was reported on their GitHub here. It was fixed in later versions (in this commit I believe) but not in the 1.12.2 version. Requesting here, as it doesn't seem like the 1.12.2 version is being maintained.
