constants (no uncertainty parameters)

We should make it so that if people use 0 for the uncertainty of a parameter, then reducedParameterSpace will get turned on (which will keep that parameter as a constant).

This is marked as won't fix since we already have a reduced parameter space feature to make something constant. This would just be some kind of user input parsing in init, though it would be useful. if somebody else wants to implement it, they can.
