Create docker image tags aligned with agoric-sdk upgrade releases. #49

We only have the main tag, which does not tell which agoric-sdk version will be included in that image.
Tags similar to agoric-sdk docker images will help pick the right image for testing.

Tagging with a name derived from the SDK version is intriguing. I likely would only want that as a secondary tag since it wouldn't apply to all proposal images.
