What is the Problem Being Solved?

Upgrade to more recent Interchain Stack and also get desired ibc-go v8 features: upgradeable channels and unordered ICA channels.

Description of the Design

This will involve upgrades to at least these versions:

  • cometbft v0.38.2
  • cosmos-sdk v0.50.3
  • ibc-go v8.1.0

Ensure we use https://github.com/cosmos/iavl/releases/tag/v1.0.1 in order to pick up cosmos/iavl#876
