Also, only set $remoteWebsiteVersion if not ""
Allow a message to be RETURNED instead of displayed, for those callers who continue despite the message. Also, check for failed read of file.

Fix bug whereby if the remote_configuration.json file wasn't valid the WebUI would fail to display.
