Footer cell alignment not consistent

What steps will reproduce the problem?
1. create a table at footer.ascx
2. align right for one of the cells

What is the expected output? What do you see instead?
the column should be aligned right but that only happens at the login screen 
and not the default screen. strange..

What version of the product are you using? On what operating system?
2.8.2 on Win2008
