Describe the Bug

When trying to reference some variables within Add-PodeRouteGroup's scriptblock, the scoping will not let the scriptblock see those variables.

To fix the issue, we can add -NoNewClosure to the scriptblock for Add-PodeRouteGroup, Add-PodeStaticRouteGroup, and Add-PodeSignalRouteGroup.
