(2023-04-03) UPDATE:

As you may have noticed the Chatters list is once again gone, but unfortunately this time it is likely forever.
As I mentioned below, you can continue using the chatter list if you are a moderator, on any nightly version after 3d4985c

If you attempt to use the chatter list on these versions a normal user, you will sadly be met with an error, but as the error states you can still more or less view the Chatters list in browser chat.

If you are a moderator or the broadcaster and require the chatter list, download the latest nightly build

As I outlined in #4019 - Twitch announced back in September of 2022 their intention to deprecate the Legacy Chatter list that we use in Chatterino, and replace it with an equivalent Helix API call, which they announced at the end of January.

The problem with this new API, is it requires the user requesting the Chatter list to be a moderator in the channel. This unfortunately means the functionality of the Chatter list is removed from all non mods in Chatterino.

The functionality will be removed completely on 2022-04-03 at 17:30 UTC (this upcoming Monday)

We've added the functionality of the new Helix API in #4117 but as I mentioned above this is useless for the user unless they are a moderator in the channel.

Also as noted by the new error for mods, Chatterino can no longer distinguish who is a fellow moderator or VIP
