Congestion Network 2.0: Update network segments (2022)

Thanks @qu-xiang for pulling the latest traffic signals, turns out there are a number of new traffic signal installed after 2022-05-14 (the version of traffic signal I used to create the first version CN2.0). We will need to retired some segments, and add some new ones as well recreating baseline, and backfill for the new segment_ids. Will also document the process.
