ENH: automated ML retraining process

Once we have a cloud based model training script we will need a criteria and process to automate the retraining of the model. The criteria should be based on a number of confirmed (either y/n) solicitations.

Expected Behavior

Event based trigger for model retraining.

Possible Solution

Script that will query database and execute based on return metric.
