Reconfigure the What4 prover backends to use online/incremental mode instead of one-shot mode.

This significantly improve the performance of multi-SAT queries, partially addressing #1125.

The solvers we currently support all have an incremental/online mode,
and we reconfigure the `:sat` `:prove` and `:safe` commands to use them.
In particular, we use incremental solving to significantly speed up
multi-SAT queries, partially addressing #1125.
for calling ABC as an external process.
Despite the fact that Z3 is easily the slowest solver at this
task, it is the one that is reliably avaliable on the CI servers.
