Expectation

when setting mod_queue_opt_in=1 upload goes to mod queue

Description

Upload pushes through mod queue.

I've validated that my code is pushing the correct endpoint, and confirm that the same code works at LST. They probably fixed it locally as they have a draft endpoint also.
