Make comments to the timeline works. This includes:

manage comments table (add seeder, write fields correctly)
in views/timeline/timeline.blade.php create section for adding comments
add partial for each particular comment
test that comments can be added and outputted (no edit/deletion)

Optional: add edit/deletion of comments
