I just installed the dummycloud myself. Your settings seem to be okay. Have you rebooted your inverter after setting your IP address? Is there any firewall blocking access to port 10000 of your Docker server?
In my case, it took some time (~5 minutes) until the inverter established a connection to the dummycloud and sent any values.
You could maybe check your MQTT server via MQTT-Explorer in order to check whether your dummycloud reports any data to it.
My inverters don't want to connect to the dummycloud.
Both are configured to use the IP Address of the docker server:

But still both inverters state they aren't connected:
Is there anything i can do to investigate that further?
