Reflectometry: Velocity Cache is too stringent

As a user I don't want so many velocity cache errors it is worrying if they don't mean anything.

Acceptance Criteria

• Understand why there are so many Velocity for MOT:MTRXXX has not been restored from cache. The cache has already been restored previously. Hint: Are you moving the axis outside of the reflectometry server? messages
• Either remove these as errors or fix the problem

Possibly DMOV is not stored on startup.
