Re-enable Lite CLI on Windows + PyTorch 1.13 #15645

What does this PR do?

Once PyTorch 1.13.1 is out (~ Dec 15), this PR will enable the lightning run model CLI on Windows on torch>=1.13.1. The bug in torch has been fixed: pytorch/pytorch#85427

EDIT: The 1.13.1 is available and contains the fix.

The CLI does not get released until 1.9, so no changelog is needed.
