Per TM pg 166

Cargo lifter manipulators weigh 30 kilograms each for every half-ton (rounded up) of desired lifting capability

Could we get a way to indicate this during construction and on the BA Record Sheet

This is implemented, actually. It just can't be done in the GUI yet. As is, you have to edit the text file directly.

It does work with record sheets, which is presumably the bit CGL really cares about.

That being said, it currently presents the lifting capacity of each Cargo Lifter, rather than their combined capacity: that design has two "five-ton" lifters, for a total of ten tons. Since Cargo Lifters are always paired, that should probably just show the total.
