does this at all work?

i cant seem to find any information on how this works.
where it works and how to use it.
is it an inn game command?
is it an console command for the server?

because i can not seem to find anything about it.
i as OP in my own world on my own dedicated server can not find the command inside the game.
A better explanation and an example code on using it would be great.
