update MOM6 to its main repo. 20231218 commit (disable FPEs in MacOS testing) #123

MOM6 main repository was updated on 20231218 to fix the FPEs related issue on its CI test. See detail at mom-ocean#1617. We need to make corresponding updating in dev/emc. This updating will have no impact on results.
