This PR introduces a new variables, VISBSN, which includes the effect of blowing snow on the GSL visibility algorithm. We would like to output both the original and new visibility to compare in realtime...once we are satisfied it is working as we like, the code can be modified again to only output a single visibility, which can be used in operations.

The code was tested for RRFS_CONUS_3km on Jet.

@hu5970 this PR is ready for review. It adds a single new output field, visibility which includes effect of blowing snow.

Output is identical to the top of EMC's develop branch, except for the addition of the new field.
