[FEA] Enable CI standards

Ensure GitHub CI builds cuOpt in a standards-conformant C++20 environment (e.g.,LLVM/ Clang with C++20) to ensure consistent builds across environments.

What we cannot do is to prevent future changes to break it again. That's why adding a new CI environment that would automatically block breaking changes would be great.
