Ban peer 触发 Transmission 暂停所有正在进行的种子时，正在进行的种子没有正常恢复。

复现步骤 - Reproduce steps

1. 启动所有种子。
2. 等待 PBH 多次 Ban peer。
3. 一段时间后出现次bug。
