[Feature] Nonportable bucket maintenance

Is your feature request related to a problem? Please describe.

@TheRandomLabs has been absent for over a year, and most of his buckets are just maintained by CI. New PRs are not being reviewed for a long time, and as nonportable is an official bucket, I think this calls for a maintenance change.

Move/Fork the nonportable bucket to this organization.

Describe alternatives you've considered

Or maybe someone active can take over the bucket.

I just saw TheRandomLabs/scoop-nonportable#286 now, my bad. But it seems that there is no response yet. I guess the best course of action would be to fork (or copy, because forks have less discoverability) it to this repo if there is no response at a further time.

I have tried to contact @TheRandomLabs via Github, Twitter and Medium, but no response so far.

I forked the repo to the ScoopInstaller org. Will switch the bucket URL when cleanup is done.
(I forked it instead of copying the manifests, so that we can keep records of previous contributions.)

I sent a ticket to Github to detach this repo from TheRandomLabs/scoop-nonportable.

As of https://github.com/ScoopInstaller/Scoop/releases/tag/v0.2.1, the buckets URL has been updated to point to this repo, and as such, this is now resolved.
