OutOfMemoryError on GetFees

(whups, didn't save the logs before starting another container)

Did a handful of things to try to improve the situation, including adding MaxRAMPercentage jvm flags, but there's a lot more we could do; I'm not sure if CXF has leaks or not. Some gathered resources to help next time this pops up:
