【背景】
错误码 2199501、2199502 目前归属到了「插件错误」

【需求】
2199502：
当构建环境为 DevCloud 时，应该为「第三方错误」
当构建环境为公共构建机时，应该为「系统错误」
当构建环境为私有构建机时，应该为「用户错误」

2199501：梳理下场景
