Move Shipments and Assets under "Inventory"

It doesn't make much sense to me to have shipments and Assets as top-level modules. I think they should either go under "Stock Management" or "Inventory". Of the two, I would propose going under "Inventory", but ultimately, it doesn't make a huge difference. Curious if there are other arguments for where they should go.
