Disable warning message for google shared accounts

A warning message was implemented to intercept users who needed to be notified about the changes to Google shared accounts in August 2023. Now that that project has completed, the configuration for this warning message should be removed.

I verified that the group that contained the list of users to notify has been deleted, so this warning is effectively disabled for all users. (The deleted group was a child of the control group for this warning, which is now an empty group with no members).

Removing this configuration requires a Shibboleth restart, therefore I will plan to bundle this with the next Shibboleth update.

I plan to comment out the configuration for this warning but otherwise leave it in place as a template for a potential future case of the same function.
