Description
Updates dependencies in backend, orchestrator, and UI.
checkov has been removed from the dev dependencies since it is now run via the Docker image.
Additionally, a new "upgrade-interactive" target has been added to ui/Makefile. This target brings up a CLI interface to review and select packages to upgrade, and it also pre-filters locked packages to avoid accidental changes.
Motivation and Context
Regularly scheduled dependency updates.
How Has This Been Tested?
Tested in non-prod environment.
