Description

Looks like there's an extra "Edit template" button showing up within the newer link control (related: #47310). This only happens within the Site Editor.

Step-by-step reproduction instructions

  1. Go to the Site Editor
  2. Add a paragraph block
  3. Add a link
  4. Edit that link

Double-checked. This is still occurring, as reported here (#47413) — let's roll with that issue.
