Inconsistent Excerpt Length in some alphabets

Description

Excerpts in some non-latin alphabets are much longer than expected. This was reported in this support thread https://wordpress.org/support/topic/post-excerpt-length-4

Step-by-step reproduction instructions

1. Create a post in Chinese or Japanese
2. Create a post in English or any other language that uses the latin alphabet
3. Check the blog or archive pages and look at the length of that posts's excerpt
4. Notice how the Chinese or Japanese excerpt is much longer than the one on the English post
