Currently the Navigation block provides a one-size-fits-all solution for "responsive". The following problems need to be addressed:

Personally would like to customize the 600px breakpoint at which hamburger appears.

Break points.
This seems like a bigger design in relation to columns, Nav blocks etc. Adding a way through Gutenberg to have break points for a broader control of the design at different resolutions. Exploring how this can be done through the Navigation block can perhaps also create an extra inspiration for the broader control of break points.
