pycuda 2024.1.2 fails to build on Fedora 41

This seems to break with every other Fedora release:

• gcc 14.x broke nvcc #4281
• Fedora 38 issues: CUDA _Float32 is undefined #3808

• CUDA __malloc__ errors on Fedora 35 and Ubuntu Impish #3293
• CUDA build errors with Fedora 27 #1600
• CUDA SDK 8.0 fails to compile simple kernels #1328

Adding --no-use-shipped-boost gets past this one, but then:
