The HSI doesn't work correctly when tuned to a valid TACAN (or VORTAC).

Probably a result of my confusion when I adapted the HSI for the F-15; needs to use only the tacan instrument as the F-15 can't tune to VOR; although DME is the same system VOR/TACAN are different
