[L10N][More info link][French]: Link More info on Extension Manager dialog should redirect to French page.

Steps:

1. Launch Brackets.
2. Clikc Extension Manager icon on the right side to bring up Extension Manager dialog.
3. Seach EWF extnsion under Avaliable tab and install it.
4. Hover the mouse on the link More info... and click it.

Result:
It shows English webpage URL and redirect to English webpage.

Expected:
As there is French page for this info, what I expected is to redirect to French page instead of English page.

Notes:
As there is also Japanese page for this info page, I am not sure what's the right expectation for Japanese, but at least for French which is Edge Code release language, I hope EWF will offer this localized link with Brackets. Inspect extension has the same behavior.
