Fairly big PR for v4

  • Updated README for v4.
  • Replace php-cs-fixer with Laravel Pint with laravel preset.
  • Some updates to the CI:
    • Update most actions to use Node v20 versions.
    • Update formatter to use php 8.3.
    • Update CIs to use a stable and nightly again.
    • Removed the composer.lock, it's not used when installed as dep and might cause issues in dev.
