Python Libary for Gemini validation & creation

Suggest adding UKGemini profile to https://github.com/geopython/pygeometa project

Also the ability to ingest .csv files to same project allowing deprecation of https://github.com/AstunTechnology/gemini_csv_import

This could then be implemented in pygeoapi and similar as OGCAPI-Processes for validation & generation of files - https://demo.pygeoapi.io/master/openapi?f=html#/pygeometa-metadata-validate

Can't comment on the integration of Gemini 2.3 in pygeometa, but https://github.com/AstunTechnology/gemini_csv_import isn't deprecated- and actually has a version that works with python3 and Gemini 2.3, so apols for not updating the readme to mention that. To be honest, we didn't know anyone else was actually using it

We're not currently - unfortunately didn't find it until after @nmtoken had already written his own script!
