What's the difference between what docs/requirements.txt and requirements.txt are used for? Can we just update docs/requirements.txt with anything missing in requirements.txt?

The root requirements.txt file includes ., which pulls dependencies from setup.py. So you could pull the dependencies out of setup.py, but if they changed in the future, you'd have to manually keep them in sync.
