Add render-dependencies which uses velocity to render a template based on dependencies

New feature, improvement proposal

Goal is to be able to use it as needed to render any text instead of forcing a multi-step rendeing (one with classpath or dependency list in a file then loading it and rendering a custom template).
We already have velocity so should be straight forward.
