Describe:
The centralized configuration of the persistence allows to keep multiple configurations in a single file.
There is a need to refactor the logger to use centralized configurator, so that it uses areg framework to read and configure the connections similar to mcrounter. In addition, the configurator should be able to save configuration file, read and save the scopes as an entries in the configuration.
