Update esp8266 platform to 2024.06.10

Description:

• update esptool.py in esp8266 platform to v4.7.3
• remove print scan_float and printf_float in esp8266 core (pio script)
• adopt Pio Tasmota setup to the changes
• rename pio script strip-floats.py to strip-flags.py
• increase esp8266 version to 2.7.7, No functional change, some not used libraries removed.
