[REQUEST] proc_filter in config file

It would be really neat to automatically specify the process filters versus having to type them out every single time

It would also be really cool to have the inverse: an ignore filter.

for example, if we have a bunch of python processes running that we wish to monitor, and also bpytop is running, bpytop will show up in that list, and perhaps we dont want to watch that, so being able to do something like !bpytop in the filters would be super handy
