feat(aws-cloudwatch): composite alarm actions suppression #22330

Recently CloudWatch launched Alarm Suppression feature that is now available via CFN as well. This PR enables feature parity between CDK and CFN and allows CDK customers to leverage the suppression feature.

  • This PR adds new unconventional dependencies following the process described here

New Features

  • Have you added the new feature to an integration test?
    • Did you use yarn integ to deploy the infrastructure and generate the snapshot (i.e. yarn integ without --dry-run)?
