Bumps eslint to 8.36.0.
The eslint-prettier and import sort dependencies will be updated separately.

Testing

Verified that there are no new eslint failures

$ yarn run eslint --fix lib/**/*.ts
...

$ yarn run eslint --fix packages/**/src/**/*.ts
...
✖ 881 problems (0 errors, 881 warnings)

# Runs eslint on clients
$ yarn generate-clients
