*Description of changes:*After Golang 1.19.9 and 1.20.4 release, where CVE-2023-29400, CVE-2023-24540, and CVE-2023-24539 have fixed. We have backported these CVE fixes in EKS Go 1.15-1.18 and triggering EKS Go 1.15-1.18 release
