This is a prework for SELinux support. We wanted to make sure we're running our end-to-end tests on hosts with old kernel (Ubuntu 20.04) and SELinux enforcing mode (AL2023).
Cluster names in kops must be valid domain names, therefore they should be all lowercase.

Tests on SELinux (kops, arm, AmazonLinux2023) expected to fail currently, and we set
