This is a prework for SELinux support. We wanted to make sure we're running our end-to-end tests on hosts with old kernel (Ubuntu 20.04) and SELinux enforcing mode (AL2023).

Tests on SELinux (kops, arm, AmazonLinux2023) expected to fail currently, and we set continue-on-error: true for them to not fail the whole workflow.

Cluster names in kops must be valid domain names, therefore they
should be all lowercase.
