Update babel deps

I just came across this and needed to update the @babel deps to get things working for the decorators tests, but I didn't need to make the change to the lib/run-tests/get-babel-plugins.js and all the tests pass 🤔

@mansona The decorator version is bumped since 2023-05 will be removed in Babel 8. Currently test262 does not have enough decorator tests. c.f. tc39/test262#3997

@nicolo-ribaudo that's exactly why I'm here 😂 I'm currently looking at porting some of the babel tests up to test262. An I'm working with pzuraq already, we go way back ;)
