Feat/swu eval flow backend

@sutherlanda , this has the back-end and front-end up to displaying the "overview" and new "team questions" evaluation pages. I think you should be able to look at the new files in src/front-end/typescript/lib/pages/question-evaluation/sprint-with-us/.* and work your way through the code from there. They are designed to initialize the team-questions proposal page with different data depending on the state of the opportunity/proposal.

Note:

• I tried to rely on opportunity/proposal state as much as possible, but I still needed to imperatively provide the evaluationId because the pages don't have that context at initialization time.
