news: release 0.8.0 (#406)

This is a first draft of the 0.8.0 release blog post. Feel free to leave comments / suggest changes / help me fill in gaps I missed! Still some missing things: filling in the changelog, updating X-es to actual numbers, strategic re-ordering, filling in the remaining TODOs.
