The current device that you are using, as opposed to the server (aka remote or cloud). Imagine we build a feature that let's you save data even when you don't have an internet connection. We would say that, when you enter the data it is saved "locally". When you return to an internet connection you can "sync" or "upload" the data to the server.
In software persist means save. Some things you do on a webpage, like maybe flip a toggle to show items in a list instead of a grid, may not be "remembered" if you refresh the page. If you want the webpage to "remember" whether you said list or grid the engineers need to "persist" your choice. There are multiple ways to do that, each is a little different and some are more difficult for the engineers than other. If you log in to your account on another computer, do you want it to have the same view? If you use HCH on a laptop and a phone should changing it in one place change it in the other?
